Because of the length of the document detailing a full account of the conditions surrounding the formation of the OTO Foundation we have chosen to include it as a Word document which can be downloaded below. However it may be sufficient for some for us to state that the OTO Foundation was founded as a response to what was considered unacceptable behaviour on the part of the leadership of another OTO recension. To quote from the document;
"Because of certain arrangements made between a former head of the OTO and a former head of the Fraternitas Saturni, involving the absorption of the one organization's teachings into the other, it was the Master Scorpio's perogative as an 18° of the FS to reactivate a lineage of OTO - effectively a re-emergence of an earlier OTO from the shelter of a sympathetic organization."

Of course, this raises the issue of historical legitimacy, one that occurs so frequently in the discussion of closed initiatory societies. In order to address our own position we are therefore including a transcript of the lecture, composed by our membership, that was originally delivered to the first International Thelemic Conference in Milan.
